Prime Minister chairs law-building session
Prime Minister Phạm Minh Chính chaired the regular Government session on law-building yesterday to discuss three draft laws, one proposal on building a resolution of the National Assembly, and one law proposal.
At this meeting, the Government members discussed and gave opinions on the amended Draft Law on Fire Prevention, Fighting and Rescue, the Draft Law on Urban and Rural Planning, and the Draft Law on Geology and Minerals.
The proposals covered the amended Law on Management and Use of State Capital in Production and Business in Enterprises, and the National Assembly's resolution to pilot decentralisation of issuing judicial records certificates for the Department of Justice under the district People's Committees in Hà Nội, HCM City and Nghệ An Province.
In his opening remarks, PM Chính emphasised that perfecting institutions is one of the three strategic breakthroughs that the Party and the State are particularly concerned about. He added that identifying investment in institutional construction means investment in development.
PM Chính stated that since the beginning of the tenure, the Government has organised 24 law-building meetings. Since the beginning of 2024, the Government has held two meetings, reviewing and giving opinions on 14 draft laws, ordinances and resolutions.
The work of law building and promulgation is increasingly being carried out systematically, scientifically, professionally, innovatively and more effectively.
However, there are still many obstacles and bottlenecks in institutions that need to be removed to unleash resources for development, he said.
PM Chính stressed the need for new mechanisms and policies to promote digital economy development, green economy, circular economy, and emerging industries and sectors.
He requested ministries and sectors to focus on building decrees and circulars to specify the laws.
Specifically, it is necessary to focus on drafting decrees and circulars to specify laws on land, real estate and housing, and to strive to complete them this May for implementation, he said.
