Proposed budget keeps tax rate unchanged

SELLERSVILLE >> Borough property taxes would remain the same, but sewer bills would increase under the proposed 2019 budget, Borough Manager David Rivet said.
The average assessment for the 1,781 taxable parcels in the borough is $21,648, according to borough budget information. With the tax rate remaining 24 mills, which it has been since 2016, the tax bill for a property assessed at $21,648 is $519.55. Each mill equals $1 of tax per $1,000 of assessed property value.
With a projected $2,783,000 receipts and $2,713,900 of expenditures, the general fund budget includes $333,700 for administration; $1,074,900 for police (Sellersville contracts with Perkasie for police coverage); $101,100 for fire protection; $495,000 for contracted trash and recyclables collection; $267,900 for highways; $61,500 for street lighting; $124,300 for parks, playgrounds and the Holiday House pool; and $109,700 for bond payments.
The bill to borough residents for trash and recyclables collection remains unchanged at $90 per quarter year, which it has been since 2014, according to budget information.
Sewer bills for the minimum usage will increase from the current $50 per quarter year to $60 per quarter, proposed budget information shows. The bill depends on water usage, so the increase also depends on usage. Budget information

shows someone now paying $78 per quarter year would pay $89.75 for the same usage under the proposed new rate, and someone now paying $98 per quarter year would pay $111 for the same usage under the proposed new rate. The sewer rate change would go into effect on Feb. 1, 2019.
The budgeted $1,019,500 of sewer expenses for 2019
includes $254,000 for administration; $145,600 for the collection system; $514,200 to the Pennridge Wastewater Treatment Authority; and $70,700 for bond payments, budget information shows. User charges, which this year are budgeted to bring in $1,002,400, are expected to bring in $1,051,500 under next year’s increased rates.
Final adoption of the proposed budgets is scheduled for Sellersville Borough Council’s meeting Monday, Dec. 10.
