Borrego appointed as Oceanside city manager

Jonathan Borrego will be Oceanside's next city manager, officials said Wednesday after the City Council voted 5-0 in a closed session for his appointment.
Borrego has been the interim city manager since former City Manager Deanna Lorson abruptly announced her retirement, effective immediately, after a council March 23 closed session to discuss her job performance.
City officials said at the time they would launch a nationwide recruitment effort to find Lorson's replacement.
“When I came to the city of Oceanside about five years ago, I immediately fell in love with the city,” Borrego said.
It will be an honor to oversee the programs already in place, and he will work with the management team to make Oceanside even better, he said.
Borrego started in Oceanside as development services director in 2017 and was promoted to deputy city manager in 2019. He worked for the city of Anaheim for almost 30 years before coming to Oceanside, most recently as development services director.
The terms and conditions of his new contract with the city will be presented at the Aug. 24 council meeting.
Oceanside pays its city manager $271,437 annually plus a $500 monthly car allowance, according to the city website. The deputy city manager receives $220,490 annually and a $400 car allowance. Both positions also get other benefits such as insurance, vacation and retirement.
Lorson said in her resignation letter that she “decided to devote more time to my family after a 34-year career serving the public,” and that it had been “an honor and a privilege” to serve Oceanside residents.
A separation agreement signed by Lorson, Sanchez and City Attorney John Mullen specifies that Lorson is technically on administrative leave and will continue to receive her base pay and benefits for one full year after the resignation.
