RESULTS CARLSBAD
CITY COUNCILS
The Carlsbad City Council met in closed session Tuesday to discuss labor negotiations. In regular session, the council approved an ordinance permanently waiving council compensation adjustments for 2019 and 2020. A hearing was held and the modified annual report of the Carlsbad Tourism Business Improvement District was approved. The district’s programs and assessments were also continued for 2020-21. An ordinance was introduced to modify the district’s assessment from 1 percent to 2 percent of the gross short-term room rental revenue. The council heard a report on the results of an internal audit of The Crossings at Carlsbad.
ENCINITAS
The Encinitas City Council met in closed session Wednesday to discuss property negotiations and litigation. In regular session, the council approved a three-month pilot program to have sheriff’s deputies educate the public about face masks and enforce the wearing of them as needed. The council introduced a sidewalk vending ordinance, which includes creating a permit and setting operating conditions. It also approved amendments to city code to forbid the sale of flavored tobacco products in the city. The council also discussed making sure the neighborhood was informed when four-way stop signs are being considered at an intersection.
ESCONDIDO
The Escondido City Council met Wednesday and discussed future development of Mountain View Park on the city’s east side. Favored suggestions included a ballfield, bike trails and renovation of a field house on the property. The city also heard an evaluation of commercial cannabis possibilities in Escondido.
SAN MARCOS
The San Marcos City Council has canceled its regularly scheduled meeting for Tuesday.
SOLANA BEACH
The Solana Beach City Council met in closed session Wednesday to discuss litigation. In regular session, the council approved relaxing rules on outdoor use for gym and fitness centers, personal care services, salons and barber shops. The council heard a report on the recipients of its Small Business Financial Assistance Grant program; approved a resolution declaring a climate emergency, with amendments; and reinstated its meeting start time to 6 p.m. Danielle
King was appointed to the Parks & Recreation Commission.
VISTA
The Vista City Council met Tuesday and held a public hearing to set processing fees for applications to expand a medical cannabis business. The council approved a fee of $390 for expanding such businesses. The council discussed the Paseo Santa Fe Gateway arches and decided 4-1 to have the word “Vista” be the dominant word in the arch and “Paseo Santa Fe” to be in smaller type below it. The council also heard a COVID-19 update.
SCHOOL DISTRICTS DEL MAR
The Del Mar Union School District board met in closed session Wednesday to discuss litigation and labor negotiations. In regular session, the board held a public hearing on the district’s Learning Continuity and Attendance Plan. Updates were given on the district’s school safe reopening plans, its learning programs, and facilities and enrollment. The board approved the disclosure of an agreement with the Del Mar California Teachers Association on school reopenings and changes necessitated by the COVID-19 pandemic.
