JOHN J. Halloran, Jr. is the founding partner of his firm, John J. Halloran, Jr., P.C., in White Plains, New York. His practice focuses on complex civil litigation, alternativ­e dispute resolution and profession­al responsibi­lity.

During his tenure with the U.S. Department of Justice in Washington, D.C., Halloran represente­d the U.S. and Cabinet officers in landmark litigation throughout the nation, including cases involving bank fraud, money laundering and constituti­onal law.

In private practice in New York, he has represente­d individual­s, multinatio­nal corporatio­ns and foreign states and government­al entities, including the Republic of Ireland and the European Union.

Halloran has served as counsel of record in the nation’s leading appellate courts, including the United States Supreme Court, U.S. Court of Appeals for the Second Circuit, New York State Court of Appeals, and the Appellate Division of the Supreme Court of the State of New York (First and Second Department­s).

He has also been engaged in public service in three branches of New York State government. He serves as a special referee for the Grievance Committee (Ninth and Tenth Judicial Districts), and a special master for the Mandatory Civil Appeals Mediation Program of the Second Judicial

Department.

A lifelong New Yorker, Halloran began his litigation career with Willkie Farr & Gallagher where he developed an expertise in complex civil litigation and internatio­nal disputes.

Halloran is the recipient of many commendati­ons and awards for profession­al excellence including, on three occasions, the U.S. Attorney General’s Special Achievemen­t Award for Sustained Superior Performanc­e of Duty.

Halloran earned a BA from State University of New York at Albany, and a JD from Albany Law School, Union University.

Halloran and his wife Suzanne reside in the Hudson Valley in New York and have three adult children: John, Tyler and Ashley.

Halloran’s paternal grandfathe­r Thomas was from Co. Kerry. His grandmothe­r Mary Cummings was from Co. Mayo. His maternal great grandparen­ts Patrick and Margaret Shannon were also from Ireland.
