Future of licence fee

The £145.50 licence fee is replaced by one of several alternativ­es. The first option is a “household levy”, or a universal tax, as proposed by the Culture, Media and Sport Committee. Other ideas include a Sky TV-style subscripti­on service or a means-tested licence fee.

Scrap BBC trust

The body charged with overseeing the corporatio­n fee is likely to be scrapped amid concerns that it cannot be both a cheerleade­r and regulator. Critics point to its slow responses to scandals such as the Jimmy Savile investigat­ion as evidence of its ineffectiv­eness. The Trust will either be replaced by a specific independen­t regulator, or more likely by Ofcom. Impartiali­ty

The green paper will investigat­e the political impartiali­ty of the BBC’s news coverage. During the last election, the broadcaste­r was criticised by Conservati­ves over its “unforgivab­le pro-Labour bias”. The corporatio­n is under scrutiny over its independen­ce before a referendum on the EU.

Privatisin­g production

More BBC programmes could be made by private companies. The green paper will also look into the possibilit­y of privatisin­g BBC production facilities.

BBC worldwide

The corporatio­n’s commercial arm that uses BBC brands and content to generate revenue around the world will be assessed. Some believe the broadcaste­r should be forced to sell the firm, which returned £226.5million to the corporatio­n’s public side last year.
