Future of licence fee
The £145.50 licence fee is replaced by one of several alternatives. The first option is a “household levy”, or a universal tax, as proposed by the Culture, Media and Sport Committee. Other ideas include a Sky TV-style subscription service or a means-tested licence fee.
Scrap BBC trust
The body charged with overseeing the corporation fee is likely to be scrapped amid concerns that it cannot be both a cheerleader and regulator. Critics point to its slow responses to scandals such as the Jimmy Savile investigation as evidence of its ineffectiveness. The Trust will either be replaced by a specific independent regulator, or more likely by Ofcom. Impartiality
The green paper will investigate the political impartiality of the BBC’s news coverage. During the last election, the broadcaster was criticised by Conservatives over its “unforgivable pro-Labour bias”. The corporation is under scrutiny over its independence before a referendum on the EU.
Privatising production
More BBC programmes could be made by private companies. The green paper will also look into the possibility of privatising BBC production facilities.
BBC worldwide
The corporation’s commercial arm that uses BBC brands and content to generate revenue around the world will be assessed. Some believe the broadcaster should be forced to sell the firm, which returned £226.5million to the corporation’s public side last year.
