Father seeks justice for alleged rapes
A French father has petitioned the Crime Suppression Division (CSD) for help after his claims to police that an English man raped his eight-year-old daughter and fouryear-old son in Pattaya fell on deaf ears.
Despite evidence issued by doctors to back his complaint, Pattaya police are “passively dealing with the case”, said Thatchaphon Chuenchongphruek, a lawyer acting for the French national.
His client is a 39-year-old businessman who has worked in Thailand for more than 10 years.
The two yesterday met CSD deputy police inspector Sonsuphan Otthonsianan to lodge the complaint, hoping the agency, whose scope of investigation covers every province, can help speed up progress into the alleged wrongdoing.
According to Mr Thatchaphon, the two victims were born to the Frenchman’s exChinese wife who later remarried an English man.
The children have been under the care of their mother who lives with her husband in Pattaya, Chon Buri.
Last year his client was plunged into shock after meeting his children who claimed they were “raped and physically assaulted” by their stepfather, the lawyer said.
The French father took them to Samitivej Hospital in Bangkok for medical checks and later met a psychiatrist at a hospital in France to discuss the children’s emotional condition.
Both hospitals concluded the young victims had been raped and the traumatic experience was believed to have caused them to develop mental disorders, Mr Thatchaphon said.
Their father made complaints against the English man with two police stations in Chon Buri, but their investigation made no progress, Mr Thatchaphon said.
He said he first petitioned Nong Prue Police Station, but officers did not carry out sufficient questioning of the suspect.
He then lodged a new complaint with Muang Pattaya Police Station, yet the case still appeared to go at snail’s pace.
Worse, Mr Thatchaphon added, the French man was sued by the English man for filing a false statement with the police.
The father claimed he was also threatened by the stepfather and began to feel insecure.
Pol Capt Sonsuphan said the father’s complaint will be sent to CSD commanders for a decision on what actions will be taken to help him.
