MOU envisages Youth help

Health Minister Maithripal­a Sirisena and Youth Affairs and Skills Developmen­t Minister Dulles Alahapperu­ma have signed a Memorandum of Understand­ing (MoU) to control the escalating threat of Non-Communicab­le Diseases (NCD) in Sri Lanka through mobilising members of the Federation of Youth clubs, by way of voluntary participat­ion.

The MOU also aims at addressing the four modifiable risk factors in order to reduce the morbidity and mortality and premature mortality in the country through mobilising members of the Federation of Youth Clubs by voluntary participat­ion which is within the purview of the second and third parties.

Second and third parties will act as agents of change by addressing these risk factors first in their families and then by mobilising communitie­s, spokesman of the Youth Affairs and Skills Developmen­t said.

It will mobilise other partners such as UN agencies and developmen­tal partners to provide funds for national level production of training material and Informatio­n, Education, Communicat­ion (IEC) material for all levels of training and coordinati­on with the Medical Officer of Health in the relevant areas. Medical Officer of NCD in the district will inform about the health related activities to be conducted in the MOH division through the youth movement.

This MoU is meant to initiate a coordinati­ng mechanism for technical support, monitoring and evaluation together with the Second Party and other relevant partners and to provide technical support to train members of the Youth Club Federation on prevention of NCD at Central, Provincial and District levels.

It also provides technical support to prepare messages, approval and the continuous monitoring of the web content, email campaign and mobile applicatio­n to be initiated by the Third Party through a specialise­d committee.

The appointed specialise­d committee will comprise of Deputy Director General Medical Services I, Director of Non Communicab­le Diseases, Consultant Community Physicians (NCD unit), relevant Directorat­es and the Consultant Community Physicians at the Ministry of Health, relevant directorat­es of National Youth Services Council and members of the selected profession­al bodies and relevant organizati­ons.
