MOU envisages Youth help

Health Minister Maithripala Sirisena and Youth Affairs and Skills Development Minister Dulles Alahapperuma have signed a Memorandum of Understanding (MoU) to control the escalating threat of Non-Communicable Diseases (NCD) in Sri Lanka through mobilising members of the Federation of Youth clubs, by way of voluntary participation.
The MOU also aims at addressing the four modifiable risk factors in order to reduce the morbidity and mortality and premature mortality in the country through mobilising members of the Federation of Youth Clubs by voluntary participation which is within the purview of the second and third parties.
Second and third parties will act as agents of change by addressing these risk factors first in their families and then by mobilising communities, spokesman of the Youth Affairs and Skills Development said.
It will mobilise other partners such as UN agencies and developmental partners to provide funds for national level production of training material and Information, Education, Communication (IEC) material for all levels of training and coordination with the Medical Officer of Health in the relevant areas. Medical Officer of NCD in the district will inform about the health related activities to be conducted in the MOH division through the youth movement.
This MoU is meant to initiate a coordinating mechanism for technical support, monitoring and evaluation together with the Second Party and other relevant partners and to provide technical support to train members of the Youth Club Federation on prevention of NCD at Central, Provincial and District levels.
It also provides technical support to prepare messages, approval and the continuous monitoring of the web content, email campaign and mobile application to be initiated by the Third Party through a specialised committee.
The appointed specialised committee will comprise of Deputy Director General Medical Services I, Director of Non Communicable Diseases, Consultant Community Physicians (NCD unit), relevant Directorates and the Consultant Community Physicians at the Ministry of Health, relevant directorates of National Youth Services Council and members of the selected professional bodies and relevant organizations.
