Talisay not giving pay slips to JOs

Talisay City Councilor Aldin Diaz is questionin­g the Human Resource Division as to why the over 1,000 job order employees at the Talisay City Hall have not been given their pay slips during pay day so they would know what has been deducted from their salaries.

"It has been long observed in the City of Talisay that job order personnel do not receive pay slips nor official receipts every pay day," Diaz said. There are 1,292 job orders at the City Hall. Diaz said all personnel have the right to a pay slip which will show the gross wage and details of all deductions.

Diaz, who is the chairman of the Committee on Labor, cited Section 26 of Republic Act 10361: “The employer shall at all times provide the domestic worker with a copy of the pay slip containing the amount paid in cash every pay day, and indicating all deductions made, if any."

Diaz is asking City Human Resources Officer Hazel Bathan to facilitate in the giving of pay slips to all job order personnel as a basic right during pay day in the city.

Bathan admitted that job order are not given their pay slips but the regular employees are.

"Tinuod, wala gyud tay pay slip gihatag sa atong mga job order kay magkinahan­glan na man pud og another system nga atong iencode para nila," Bathan said.

Bathan said the job order employees' salaries are manually computed. She said jobhire employees are covered by job orders to do a specific job for a particular project, but they do not have an employee-employer relationsh­ip with the city government.

In the city, the salary rate for job order workers depend on the number of days they render work per week.

Those who work for five days a week receive P300 per day; for six days, P253.84 per day; and seven days, P220 per day.
