LGU employees get refresher about revenues
DAVAO ORIENTAL – Aiming to come up with effective revenue generation measures that would greatly help the operations of the local government, liquidating officers and tax collectors from the Treasury Offices of the province, municipalities and city have recently undergone a refresher course on Public Service and Revenue Generation.
The three-day activity which was held on March 26-28 at the Provincial Tourism Complex was initiated by the Provincial Treasurer’s Office and the Davao Oriental Local Treasury Association (DOLTRA) in partnership with the Department of Finance-Bureau of Local Government Finance (DOF-BLGF) Regional Office XI and Civil Service Commission (CSC) Field Office Davao Oriental.
Designed to enhance the competencies of tax collectors in revenue collection following the Local Treasury Operations Manual (LTOM), the activity also included a reorientation of personnel on values formation and basic customer care in the bid to further enhance the performance of their duties.
Organizers from the Provincial Treasure’s Office, headed by Acting Provincial Treasurer Engr. Ma. Victoria Rodriguez, highlighted the course’s significance since “revenue collectors play an important role in the revenue generation efforts of Local Government Units.”
Their responsibilities, among others, include frontline services for taxpayer clienteles. Their core function revolves around important aspects of revenue generation such as custody and proper handling of government funds, and skillful computation of impositions contained in the Local Revenue Code.
Through the refresher course, the Provincial Government hopes to beef up revenue collection, especially improving its performance in Real Property Tax Collection. The course also hopes to mobilize and empower tax collectors to become proactive in their role in revenue generation efforts considering that their effectiveness and efficiency directly affects the generation of revenues of the LGUs.
The Provincial Government with its aggressive efforts on its various programs that range from social services, infrastructure, agriculture, and health services, among others, deems it necessary to tap all necessary measures to raise revenues to sustain these programs and projects.
Just recently, the Provincial Government conducted public hearings on the Revised Revenue Code in order to improve revenue generation to fund government programs and services and infrastructure.
“Through it, the provincial government’s financial capacity would be strengthened and further empowered. I hope our new innovations will lead us to obtain high collection efficiency and exceed our revenue targets in all four major revenue sources: real property tax, business tax, fees and charges and economic enterprises,” says Governor Nelson L. Dayanghirang.
“It is really important for us to have a holistic knowledge of our local government, especially in terms of our financial and human resources. Let us always strive to lead by example, knowing that this will win over the participation of our people and the support of the private sector, national government and non-government organizations that can multiply the benefits of sound projects. If we could provide fast and honest service to our people, to the tourists and the investors, then our local economy would improve and it would translate to improved living standards for our people,” he added.
