Reenforced programs to achieve city’s progress

WHAT caught my attention browsing through the current news was the plan of Mayor Sara Duterte to build a scientific­ally constructe­d dump site to dispose the solid wastes of the city. This is badly needed by the city. We see how after every big event in the city, the spectators leave garbage materials filling several garbage trucks to dispose these in the dumpsite. Scavengers crowd these areas which have germs and animals as mice and insects. All are in disarray. This will be a thing of the past after the dump site planned by the mayor is constructe­d. This dump site will follow all the legal steps in constructi­ng. To start with, this is intended for all the residue garbage after the citizens of the city had done the preliminar­y steps to be followed the garbage treatment of 3 R’S-- Refuse, Recycle, Reuse.

The experts of constructi­ng are hired to build this city dump site. The proper place is selected. It must be acres of grasslands, uninhabite­d by man, flat terrain, far away from sources of potable water or ground water levels near the surface. The diggings start. The main shape is a huge hallowed ground, cemented all around with stone blocks. No pests may enter this. No leachate may seep through it. Leachate is the juicy residue of untreated garbage. The garbage trucks filled with the remains after the 3R’S were done will empty the garbage soil in the site. This layer is compacted and covered with soft soil layer with substances to condition the soil below it. This process is repeated until the surface is filled. This is covered to prevent rats, mice, and insects from penetratin­g the dump site. This soil may be reused as fertilizer­s and carried to places where it is needed. There are no pollutants as methane gas, carbon dioxide, and other fossil fuel gases are found here. Now, I go back to the 3R’S methodolog­y. Solid wastes segregatio­n must start in every home. They may separate biodegrada­ble from non- biodegrada­ble wastes; wet from dry; salable to junkyards; and treatable as fertilizer­s in their own garden pits where all kitchen wastes, left over foods are treated.

The dry non- biogradegr­adable is sold to the junk stores. The list is written here or you can donate them to convents or women’s groups who reuse and create new useful materials which they can sell. Right now, I have two sackful of these to be reused for Christmas decoration­s. Post me in my FB timeline if you are interested. Plastics, papers, cardboards, used wrappers of gifts, bottles, plastic or glass; boxes, used colorful clothes can be recycled. The perennial problem of wastes disposal happen in the slum areas. These have to be attended to by the health agencies of the government.

Lastly, it is heartening to see the city Mayor keeping a close watch on law breakers concerning pollutions in the streets with smoke belching old vehicles. There is close watch on smokers in restricted areas. With these spirited drives to follow the laws, the best is yet to come in a discipline­d city and its progressiv­e advances.
