PCAC asks security agencies: tighten watch in subdivisions
THE Cebu City’s Police Coordinating and Advisory Council (PCAC) wants to meet heads of private security agencies next week to discuss security measures they are implementing in their areas.
The security agencies are members of the Philippine Association of Detective and Protective Agency Operators Inc. (Padpao).
Vice Mayor Edgardo Labella said the meeting will be held next Friday and was provoked by the murder in Lapu-lapu City involving of 17-year-old Karen Kay Montebon.
Labella, who presides over PCAC, said they wanted to check how the security agencies are doing their job in the subdivisions.
“What happened in Lapu-lapu City is a wakeup call for us because we have plenty of subdivisions in Cebu City, that’s why we summoned them,” he said.
Labella said PCAC also wants to be updated on the compliance of the subdivisions with City Ordinance (CO) 2381, or the ordinance requiring business establishments and residential subdivisions and condominiums operating in the city to install closedcircuit-television (CCTV) cameras.
Under CO 2381, which was passed in January last year, the City Treasurer’s Office is mandated to conduct inspection on the business establishments.
A semi-annual unscheduled inspection is also required to make sure that all CCTV system are functioning and operational.
A second inspection within 30 days from the first inspection is also required for those who will be found violating the policy.
However, those who will fail to comply with it for the second time will be pay a fine of P2,000 for the first offense, P3,000 for the second offense and P5,000 and temporary closure of their structure until they can comply with all the requirements set under CO 2381.
Although subdivisions are private places, Labella emphasized that they have to be monitored because they are still part of the jurisdiction of the city.
Sought for comment, Rama said, privacy of homeowners should still be maintained.
