TALISAY City mayorelect Johnny delos Reyes, or JVR, said he will appoint one of his sons as city administra­tor when he sits in office on July 1.

While recovering from a recent operation on his swollen left leg yesterday, Delos Reyes told Sun. Star Cebu that he wants to appoint his fifth child, John Yre, as “little mayor” in his administra­tion.

Also, Delos Reyes will appoint one of the prosecutin­g lawyers against convicted murderer and Philippine Benevolent Missionari­es Associatio­n (PBMA) Supreme Master Ruben Ecleo Jr. as his city legal officer.

A representa­tive of the Civil Service Commission (CSC) said an appointmen­t of Delos Reyes’s son to the post is not subjected to the rules governing nepotism.

John Yre, 31, is a

customs broker based in Mandaue City. He manages his own brokerage firm, JYSR Customs Brokerage.

The fifth of seven children,John Yre is a political science graduate.

Delos Reyes said he wants his son as administra­tor, as he needs someone he can trust in running the City Government.

Prolaine Daclan of the CSC public assistance and liaison division told Sun. Star Cebu yesterday that the appointmen­t will not be illegal because the post is classified as non-career.

As defined by the CSC, non-career officers are hired based on trust and confidence and are not covered by the rules of nepotism.

This is not the first time that a chief executive of a local government unit appointed a kin as city administra­tor.

In 2011, Danao City Mayor Ramon “Boy” Durano Jr. then appointed his brother and former mayor Jesus “Don” Durano as city administra­tor.

The CSC has ruled that the appointmen­t did not violate the rules on nepotism because the office of the city administra­tor is a confidenti­al position.

But the Commission on Audit 7 considered Don’s appointmen­t invalid because it did not have the concurrenc­e of the City Council.

Delos Reyes also plans to appoint lawyer Alfredo Sipalay as City legal officer.

Being one of the private prosecutor­s handling the parricide case of Alona Bacolod-Ecleo, Sipalay was appointed to the post at the recommenda­tion of Vice Mayor-elect Romeo Villarante.

Villarante, in a separate interview yesterday, said he recommende­d Sipalay’s appointmen­t because aside from being from Talisay City, he also shares their group’s principles of transparen­cy and accountabi­lity.

Aside from his role in the celebrated Ecleo case, Sipalay also gained popularity after filing a preliminar­y injunction case to compel former Cebu City mayor Tomas Osmena to open the South Road Properties (SRP) to motorists back in 2008.
