JVR to appoint son in trust position
TALISAY City mayorelect Johnny delos Reyes, or JVR, said he will appoint one of his sons as city administrator when he sits in office on July 1.
While recovering from a recent operation on his swollen left leg yesterday, Delos Reyes told Sun. Star Cebu that he wants to appoint his fifth child, John Yre, as “little mayor” in his administration.
Also, Delos Reyes will appoint one of the prosecuting lawyers against convicted murderer and Philippine Benevolent Missionaries Association (PBMA) Supreme Master Ruben Ecleo Jr. as his city legal officer.
A representative of the Civil Service Commission (CSC) said an appointment of Delos Reyes’s son to the post is not subjected to the rules governing nepotism.
John Yre, 31, is a
customs broker based in Mandaue City. He manages his own brokerage firm, JYSR Customs Brokerage.
The fifth of seven children,John Yre is a political science graduate.
Delos Reyes said he wants his son as administrator, as he needs someone he can trust in running the City Government.
Prolaine Daclan of the CSC public assistance and liaison division told Sun. Star Cebu yesterday that the appointment will not be illegal because the post is classified as non-career.
As defined by the CSC, non-career officers are hired based on trust and confidence and are not covered by the rules of nepotism.
This is not the first time that a chief executive of a local government unit appointed a kin as city administrator.
In 2011, Danao City Mayor Ramon “Boy” Durano Jr. then appointed his brother and former mayor Jesus “Don” Durano as city administrator.
The CSC has ruled that the appointment did not violate the rules on nepotism because the office of the city administrator is a confidential position.
But the Commission on Audit 7 considered Don’s appointment invalid because it did not have the concurrence of the City Council.
Delos Reyes also plans to appoint lawyer Alfredo Sipalay as City legal officer.
Being one of the private prosecutors handling the parricide case of Alona Bacolod-Ecleo, Sipalay was appointed to the post at the recommendation of Vice Mayor-elect Romeo Villarante.
Villarante, in a separate interview yesterday, said he recommended Sipalay’s appointment because aside from being from Talisay City, he also shares their group’s principles of transparency and accountability.
Aside from his role in the celebrated Ecleo case, Sipalay also gained popularity after filing a preliminary injunction case to compel former Cebu City mayor Tomas Osmena to open the South Road Properties (SRP) to motorists back in 2008.
