‘Vicky’ makes landfall in Davao Oriental; public warned against flashflood­s, landslides

The National Disaster Risk Reduction and Management Council (NDRRMC) cautioned the public against possible flashflood­s and landslides as torrential rains were experience­d in parts of Mindanao after Tropical Depression “Vicky” made landfall in Baganga, Davao Oriental, at 2 p.m. Friday.

NDRRMC Executive Director Ricardo Jalad said at least two barangays in Surigao del Sur and Agusan del Sur were immediatel­y flooded due to

heavy rainfall.

“Pre-emptive evacuation­s had been carried out in these areas,” he said.

Meanwhile, military and uniformed personnel joined rescue operations in Bislig City in Surigao del Sur, and in San Francisco town and Bayugan City in Agusan del Sur due to deep floods.

Office of Civil Defense (OCD) spokesman Mark Timbal said they also received some messages from affected residents who were asking to be rescued as flood reached their homes.

He said the requests sent through social media were already referred to local disaster risk reduction and management (DRRM) offices for immediate coordinati­on with the local government units (LGUs).

“The LGUs were reminded of adherence to the usual COVID-19 protection protocols for both responders and evacuees at all times,” Timbal noted.

A red rainfall warning was also hoisted in the provinces of Agusan del Norte and Agusan del Sur, Surigao del Sur, Misamis Oriental, Bukidnon, and Camiguin.

A red rainfall warning is issued when the downpour constitute­s an emergency, or if the observed rainfall is more than 30 millimeter­s within one hour, or if it reaches 65 mm continuous­ly for the past three hours.

According to Jalad, a total of seven heavy rainfall advisories were issued on Friday alone to warn the public against the adverse effects of Vicky. These advisories were sent to telecommun­ications subscriber­s in Northern Mindanao (Region 10), Davao Region (Region 11), and Caraga (Region 13).

After it made landfall in Baganga town at 2 p.m. Friday, Vicky is expected to cross Mindanao and emerge over the Bohol Sea on Saturday morning, passing close to Siquijor and passing over or making another landfall over the southern portion of Negros Island, according to the Philippine Atmospheri­c, Geophysica­l, and Astronomic­al Services Administra­tion (PAGASA)

Meanwhile, tropical cyclone wind signal No. 1 remains hoisted over the following areas:

• The northern and central portion of Palawan (Puerto Princesa City, Roxas, San Vicente, Dumaran, Araceli, Taytay, El Nido) including Calamian, Cuyo, and Cagayancil­lo Islands
