MIMAROPA, not a place for criminals to do their thing

The top investigat­ion unit of the Philippine National Police (PNP) has declared Region 4-A or MIMAROPA (Mindoro Oriental and Occidental, Marinduque, Romblon, and Palawan) as no safe haven for criminal activities due to its police’s high crime solution efficiency rating.

In its latest assessment of performanc­e of police regional offices, the Directorat­e for Investigat­ion and Detection Management (DIDM) said the Police Regional Office 4-A bested all other offices in solving homicide cases.

Chief Superinten­dent Emmanuel Luis Licup, MIMAROPA regional police, said the region got 82.56 percent crime-solution efficiency on cases of homicide from July 1, 2016 to July 16 this year.

“The DIDM also recognized MIMAROPA as the best in Index Crime Clearance Efficiency for the year 2017, with a rating of 76.76 percent,” said Licup.

Based on the data presented by DIDM, Police Regional Office MIMAROPA has recorded 1, 718 index crimes from January to December 2017, of which a total of 1,317 were cleared.

The most prevalent index crime recorded during said period were Physical Injury with 564 incidents, Rape with 297, Robbery with 276, Theft with 270, Murder with 167, Carnapping with 92, Homicide with 42 and Cattle Rustling with 10.

Index crimes are defined as crimes which are serious in nature with sufficient frequency, it involves crimes against person such as murder, homicide, physical injury and rape and crimes against property such as theft, robbery, carnapping and cattle rustling.

“It is considered cleared when at least one of the offender has been identified, there is evidence to charge him, and has been charged. It also include those solved cases,” said Licup.

Aside from crime prevention, the PNP leadership has been pushing for high crime-solution efficiency as it goes with the saying that an assurance that a criminal would be caught is already a crimedeter­rent.
