Probe CGF-Capilion Corp. project, House urged
CLARK FREEPORT ZONE, Pampanga — Angeles City officials yesterday called on the House of Representatives to conduct an inquiry into the Clark Green Frontier (CGF) project of Singaporebased Capilion Corporation PTE Limited, to unravel the truth and clear those who have been erroneously implicated in the alleged anomalous 7.5-billion project, here.
Sangguniang Panlungsod (SP) members led by former mayor and now city Councilor Max Sanggil has expressed their letter of request and complaint to Congress through a resolution approved last Tuesday. It was co-sponsored by Councilors Maricel Morales and Amos Rivera.
The resolution addressed to all Region 3 representatives led by Oscar Rodriguez (Pampanga Third District), Joseller “Yeng” Guiao (Pampanga First District), Juan Pablo “Rimpy” Bondoc (Pampanga Fourth District), Noel Villanueva (Tarlac Third District), Susan Yap Sulit (Tarlac Second District) and all members of the regional congressman alliance, to present a resolution in pursuit of an investigation of the construction of Capilion in a no build zone inside the premier Clark Freeport.
The statement by the city officials said that the present administration of the Clark Development Corporation (CDC), led by its president and CEO Arthur Tugade, entered into a lease agreement for 25 years with Capilion, a Singaporeanbased company in a no. build zone near the former main gate of US Clark Air force base, a walking distance in the city commercial and business center areas.
The resolution also stated that the CGF-Capilion-Singapore multi-billion project, which is located at the 3.8-hectare area where several mixed-used facilities will be erected, as already carved out by virtue of Republic Act 9400 (Bases Conversion and Development Law as amended) and no longer under the territorial jurisdiction of CDC.
The area where the project is situated, is now part of the city, is the subject of several master plans. Sangil cited one previous master plan showing that the Capilion site was reserved for future use as an inter-modal train station for a railway system that will connect the planned Clark International Airport (CIAC) as an international gateway into the main rail system.
The SP resolution stated that the construction of several tall buildings in the no-build zone will restrict the growth of Clark airport and will also contribute to traffic congestion at the Freeport’s main entrance and the city.
