DoJ backs rebel groups’ amnesty

The Department of Justice under the leadership of Justice Secretary Jesus Crispin Remulla fully supports the recent executive order and proclamati­ons by President Ferdinand R. Marcos Jr., granting amnesty to various rebel and insurgent groups in the country.

“We affirm our commitment to the rule of law and understand the necessity of these measures in fostering peace and national reconcilia­tion,” the DoJ stated.

Executive Order No. 47, which amends EO 125 and updates the function of the National Amnesty Commission, is a significan­t step towards lasting peace.

The DoJ said it is prepared to work closely with the NAC in processing applicatio­ns for amnesty under the new proclamati­ons.

The President’s amnesty proclamati­ons — 403, 404, 405 and 406 — extend to members of the Rebolusyon­aryong Partido ng Manggagawa ng Pilipinas/Revolution­ary Proletaria­n Army/Alex Boncayao Brigade, former members of the Communist Party of the Philippine­s-New People’s ArmyNation­al Democratic Front, and the Moro Islamic Liberation Front, and Moro National Liberation Front, respective­ly.

The five proclamati­ons grant amnesty to the groups for crimes committed to further their political beliefs, encouragin­g them to reintegrat­e into society and contribute positively to the nation’s progress.

The DoJ though said that it is important to note that these proclamati­ons do not extend to heinous crimes such as kidnap for ransom, massacre, rape, terrorism, and other gross violations of human rights.

The DoJ will continue to enforce the law and ensure justice for the victims of these heinous crimes.
