NAO report reveals ‘conspiracy’ between Muscat and Konrad Mizzi – Robert Aquilina
The NAO report was the third and final part of this audit into the deal, which was published on Monday and revealed that former Labour MP Konrad Mizzi “engineered” the side agreement which would have seen Steward receive €100 million if the hospitals concession was terminated by “misleading Cabinet.”
Last February a court rescinded the deal for the hospitals to return to government property, with Steward filing an appeal but deciding to pull out.
During a press conference outside the courts, Aquilina said that the NAO report confirmed what Repubblika had said when it requested the magisterial inquiry into the hospitals concession agreement.
The court application requests that the magistrate includes the third report in its inquiry.
It requested the Attorney General to issue an exemption from prosecution under the Permanent Commission Against Corruption Act for persons involved in the deal who are willing to reveal their accomplices.
“If one of these criminals is ready to expose their accomplices, their criminal friends, the law must be applied. The AG must use the powers given to her by the law, not to protect the criminal but to expose all criminals.”
Aquilina mentioned how the report revealed that there was a “conspiracy” between former Prime Minister Joseph Muscat and Mizzi, who went behind the Health Minister’s back to make sure this deal takes place.
Furthermore, Aquilina said that the report mentioned former Chief of Staff Keith Schembri and Mizzi’s Permanent Secretary Ronald Mizzi, who according to the report was crucial for this deal.
Konrad Mizzi has labelled the NAO report as "pure conjecture".
