Ministry: Govt bodies must follow principles of procurement
Since procurement uses public funds, accountability, transparency and integrity must be emphasised during the tender for government contracts.
KUALA LUMPUR: The Domestic Trade, Cooperatives and Consumerism Ministry wants government agencies to ensure that all matters related to procurement such as bid for tender, comply with five principles.
Its secretary- general, Datuk Seri Jamil Salleh said they should be based on good governance practices, namely public accountability, transparency, best value for money, open competition and fair dealing.
“Since procurement uses public funds, accountability, transparency and integrity must be emphasised during the tender for government contracts,” he said when opening the Seminar Against Bid Rigging and Abuse of Dominant Position In Public Procurement under the Competition Act 2010, here yesterday.
His text of speech was read out by the ministry’s deputy secretary- general, Datuk Basaruddin Sadali.
Jamil said bid rigging is a serious offence and must be

curbed because it depletes public funds.
“Bid rigging and abuse of dominant position is among the major prohibition under Section 10 of the Competition Act 2010 in which the company found guilty may face penalties of up to ten percent of worldwide turnover.”
Meanwhile, Malaysia Competition Commission (MyCC) chairman, Tan Sri Siti Norma Yaakob said up to Sept 21, a total of 271 complaints were received and 250 were resolved.
“The Competition Act 2010 empowers MyCC to investigate and act against companies involved in anti- competitive practices via various means including public complaints.”
MyCC has strategic alliance with various parties including the Malaysian Anti- Corruption Commission, the Ministry of Finance and the National Audit Department.
The MyCC organised seminar was attended by about 150 civil servants from various ministries and government agencies. — Bernama
