New electronic system will ensure transparency and integrity of process
COURT auctions can soon be done with just a click through the online property auction platform “e-Lelong”, launched yesterday.
The newly-implemented electronic system will ensure transparency and integrity of the public auction process, which will improve the effectiveness of the entire bidding process compared with the aging manual system.
Chief Justice Tan Sri Md Raus Sharif said the pilot project here was an effort to address the complaints and issues that arose from the manual bidding system, which was complicated and required a long time.
He said the e-Lelong system, implemented at the Kuantan Court complex on June 1, would emerge as a comprehensive digital public service platform that would make the entire bidding process simpler, faster and costefficient.
“The judiciary body began the pilot project as the system provides a lot of positive impact, not only to the court, but also the public as bidders, financial institutions as plaintiff and asset owners (whose assets were being auctioned) as defendants.
“Furthermore, the system encourages bidders, who participate in the public auction to grow in numbers, and this will increase the chances of the public to own assets, especially homes at real value without any price manipulation,” he said in his speech before launching the e-Lelong system for the High Courts of Malaya at the Kuantan court complex here yesterday.
Raus said the new system would ensure the identity of the bidders were not revealed and bidders would no longer be required to be present in court to place their bids.
“The bidding process can be carried out without any pressure and disturbance, and only requires Internet connection.
“The electronic bidding process will certainly give more benefits compared with the manual method,” he said.
He said the current manual process deployed at 15 High Courts in Peninsular Malaysia required a lot of manpower and the process was complicated as it took a long time.
Raus said the first bidding process using the e-Lelong system would be carried out here on Aug 11 and the feedback from the stakeholders would help them study its effectiveness.
“The pilot project at the Kuantan Court complex is to test the system.
“Once everything runs smoothly, the system will be expanded to other states in the peninsula,” he said, adding that the results from the pilot project would be presented to the cabinet in August or September.
He said the Kuantan court complex was picked for the pilot project as the premises had various facilities, including an eLelong Operating Centre to look into all the online bidding activities.
Present were Court of Appeal president Tan Sri Zulkefli Ahmad Makinudin, Chief Judge of Malaya Tan Sri Ahmad Maarop and Attorney-General Tan Sri Mohamed Apandi Ali.
