Congress members repeatedly disrupted the proceedings in Rajya Sabha on Wednesday over the role of Manipur and Goa governors to invite the BJP to form the government.

Alleging that the governors were acting on the behest of Centre, the Congress members said that this amounts to “stealing of mandate.” They trooped into the well of the House raising slogans, forcing the deputy chairman to adjourn the house thrice.

“The incumbent chief minister (in Manipur) was in a position to form the government but the governor ignored his claim and called the BJP to form the government,” senior Congress leader Anand Sharma said during zero hour. He said if the largest party is unable to prove majority, the second largest party is invited. “The mandate has been violated… What Manipur and Goa witnessed is stealing of MLAS and stealing of mandate,” he said.

Minister of state for parliamentary affairs Mukhtar Abbas Naqvi said the reference about governor should be expunged .

Congress members continued their slogan shouting during the question hour also despite repeated plea from Rajya Sabha chairman Hamid Ansari, forcing him to adjourn the house till 2 pm
