Executive’s inaction belittles House: Speaker
RANCHI: The executive’s failure to act upon its assurances to people has raised doubts over the relevance of the assembly, speaker Dinesh Oraon said on Friday.
The situation becomes grim when the state cabinet -- consisting of members of the legislature – does not pay heed to the assurances made in the House, he said.
“Members of the assembly will have to be serious on legislative businesses and the executive should firm up people’s faith in parliamentary system. This is the only we can fulfil our responsibilities and make the legislature relevant,” the speaker said on the first day of the monsoon session.
“I have seen that most of the questions raised in the House pertain to basic needs of people -- changing power transmission wires, maintenance of hand pumps, rural roads and lack of basic amenities in schools and hospitals,” he said.
“What is the need of such questions coming through legislators when there are action plans, budgets and constitutional provisions and administrative machineries right from the secretariat down to the district, block and panchayat levels?” Oraon asked after congratulating the legislators elected in by-elections and the new Rajya Sabha members from the state.
“Farmers look at the sky for rains, 3.25 crore people of the state look to the assembly for their prosperity and happiness. We will have to be alive to this fact. People always want deliverance on the assurances made by the government elected by them,” the speaker said.
