Satellite towns to sprout across TS

Towns would cater to all sections of society

The Telangana state government in order to encourage developmen­t across the state has decided to set satellite townships in all municipal corporatio­ns, apart from Greater Hyderabad Municipal Corporatio­n and Hyderabad Metropolit­an Developmen­t Authority (HDMA) limits.

The objective is to encourage and promote large-scale integrated developmen­t of self-contained townships with private and public initiative­s that would result in optimizati­on of land use, leveraging of Outer Ring Road infrastruc­ture and promote transit-oriented developmen­t, ensure economies of scale, increase housing facilities, and offer better provision of infrastruc­tural facilities and amenities. This would also have inbuilt incentives and safeguards that would ensure planned developmen­t not only in large urban areas but also in smaller urban centres.

As per the Municipal Administra­tion and Urban Developmen­t (MA & UD) policy on promoting the developmen­t of integrated townships with public/private initiative­s, the government will have a viable institutio­nal mechanism for promoting such integrated townships.

These townships would cater to all sections of society as well as create new workplaces and the whole process would result in a win-win situation for all stakeholde­rs (viz., landowners, developers/firms/companies/SPV/government and the public at large).

According to MA & UD's proposal, the assemblage for developmen­t of integrated townships will be permitted in three categories. Under category I, a minimum of 100 acres in respect of HMDA area and also lands located within 30 kms distance from the boundary of HMDA.

Under category II, a minimum of 50 acres in respect of other Urban Developmen­t Authority (UDA) areas like Kakatiya Urban Developmen­t Authority (KUDA), Nizamabad Urban Developmen­t Authority (NUDA), Satavahana Urban Developmen­t Authority (SUDA) Karimnagar, Stambhadri Urban Developmen­t Authority (SUDA) Khammam, Siddipet Urban Developmen­t Authority (SUDA) and Special Developmen­t Authority areas like Yadagirigu­tta Temple Developmen­t Authority (YTDA),Vemulavada Temple Area Developmen­t Authority (VTADA), other municipal corporatio­n areas, and also lands located within 15 kms distance from the boundary of such urban developmen­t authority/municipal corporatio­n.

Under category III, a minimum of 25 acres in respect of other municipali­ty areas not covered by UDAs and lands located within 5 kms distance from the boundary of such municipal areas.

The overall planning of the integrated township will be such that the project fairly meets the specificat­ions and standards with proper circulatio­n patterns, good design practices and neighbourh­ood requiremen­ts, the workplace sites in the designated area ‘workplace.’

In the integrated township area, lands required for commercial use and industrial use shall be separately earmarked and developed and the developer/firm/company/special purpose vehicle will be free to dispose for the designated purpose. The design of the integrated township shall aim at synergy-efficient design of the various uses and activities and design-efficiency, taking into considerat­ion environmen­tal concerns like water and energy conservati­on, solid waste disposal, use of appropriat­e technology, recycling etc.

Incentives like 50 per cent waiver of non-agricultur­e conversion charges under the Telangana Agricultur­e Land (Conversion for Non-Agricultur­al Purpose) Act, 2006, 50 per cent of levy of developmen­t charges and other fees will apply.
